Abstract

After the events of September 11, 2001 and the war in Afghanistan and Iraq, the qualitative change in U.S. strategic thinking has been changed , especially change the dictatorial regimes by using military force and the continuation of the global war on terrorism, which led to an increase in U.S. military spending. Also, the United States of America used new approach by using soft power in dealing with social challenges, as religious extremist and the spread of the phenomenon of international terrorism, through the employment of civil society organizations in some developing countries. To study this subject, the research was divided into four sections. The first section, the theoretical entrance, the second focused on the motives and goals of employing American civil society organizations. Third, browse recruitment methods, and the fourth study Egypt model, in addition to the conclusion and findings.
