Electoral systems in Iraq after the year (2003)

Abstract

The electoral system is rarely chosen in a conscious manner, and the choice is often made accidentally, as a result of exceptional, historical and social circumstances that are reflected directly or indirectly on the decisions of political actors in determining the form of the prospective electoral system, which are inevitably affected by political considerations and the relative restrictions that impede the list of system options electoral. This situation is not far from the Iraqi model, whose political institutions drew the rules of the democratic game according to the partisan and social context prevailing in the country.
