Abstract

Since 2003 ,Iraq has entered a new phase , something that it did not experience before in spite of all what it had undergone ,this time it was something different, it was occupied by the strongest power on the international scene ,the United States of America ,with other powers like U.K ,Spain, Japan ,etc. The occupier has imposed his will on the country and its inhabitants, so the state was dismantled completely and reestablished in a new way, the regime was changed from presidential to parliamentary and the people were promised of turning into genuine democracy. It is perceived that changing from one phase to another cause nations to pass through transitional periods which might take some time, and this differs from one state to another, and it is applied to Iraq which is since 2003 has been gravitated by two polls, chaos and stability ,and it isn't quite clear which direction or which poll is the strongest , and this is what we are trying to explore in this research .
