Abstract

Voting behavior is considered one of the most importantand major courses of the democratic process , in transition, transformation, and consolidation ,So it acquires significance on bothfields , theoretical and practical as well as at various levels, from the individual access reaching to the system. That means it representsabridging manner among those fields and levels. This is on the theoretical field, while on the practical level,the voting factor represents an urgent need for Iraq and the region in the midst of the current path of change and transition,which includes the electoral processes in that path. It is noticeable that the voting behavior represents afalsifier and shifting synthesis , so that the experiments and studies have shown that it depends inherent and unconscious factsas much as important, if not the most important, in many cases, from relying on logical or rational facts , Though some believe that complementary approaches,accordingly, the voting behavior as it turns out theories and modelslisted, not just a proceduralissue, as it seems at first the sight, in the sense that means it is not just the issue of choice, but it isan issue of process at all levels,It stems from the historical process of socialization, culture , society , economy and policy.
